Nice basic hotel in good area near Champs Elysées

I moved to this hotel. I was booked at the Villa Eugénie but their boiler exploded and they move me to their sister hotel the Villa Alessandra. It was not of the same calibre, which I could live with, but they didn't tell me before they sent me to my room that the air conditioning was out. Paris is too hot in August to just open the windows. The clerk offered me breakfast, but I didn't think I'd feel like eating after not sleeping all night. Booked the Noir nearby on hotels.com, but am now having to go through channels with hotels.com just to get a refund for the unused nights at the first hotel.
The Noir has no services, but the room is comfortable and the air conditioning works well. Very good area with many good restaurants and Mo Courcelles very close. There is no telephone in the room, which I think odd. The wifi works well, and is they don't block sites like the New York Times with articles about "s*x" "g*y" or "r*pe" like the Villa Eugénie does. I had to put the * in those words because it seems that hotels.com is having a crise de pudeur and doesn't permit everyday words in its articles. Grow up people, aren't we adults here?
