"The best (and perhaps the only good thing) that can be said about Congress Plaza Hotel is its excellent location at a bargain. There's no AC in rooms, water from the shower is luke warm, rooms have not been renovated since the Bears won a SB (perhaps even earlier). But boy - do you get an excellent location at a great price. So if the plan is to spend the money sightseeing this beautiful city, eat at its wonderfully diverse restaurants and not spend the vacay budget on a hotel (or stay 2 miles and an Uber trip away from everything), then this is your hotel.
