Checkin time not honored

Hotel checkin time is already late, at 3pm. My room was not available until after 4pm. When I finally arrived at my room, the cleaner was still in there and surprised at my arrival ("nobody told me anything!"). Also, my luggage which was supposed to have made it to the room was nowhere to be found and had to be tracked down. The cleaner was very casual about everything and only left the room after I informed her about the time issue above. The staff did not help me with my luggage when I first got into the hotel or at the end, when I was leaving. There is no spa or swimming pool. The staff at the Plume restaurant was professional, but I was not impressed by the food for the price level; there seemed to always be something off.
