Noisiest hotel I have stayed in ever.Outdoor market nearby sets up at 4.45 every morning, people shouting, cars snd bikes constantly hooting horns.The 3rd night the market set up was 3am.The single glazed windows that have broken locks and do not close properly do help help the noise.
Forget about the "Free Breakfast" fruit juice, limited fruit and eggs fried untill inedible with bread and butter served in a bleak cold restaurant.
The noise is allday long.

love the hotel! they spoke great english. the room was so clean. the area was so convenient! would recommend two bed rooms if you want a larger room! We loved it!! would definitely recommend
Best hotel I stayed at during my Vietnam trip. My room is on the 9th floor and I have the best view of Ha Long Bay. The staff is extremely polite. The hotel is also close to Poem Mountain (Nui Bai Tho) and Ha Long Market. There’s a Circle K opened 24h right across from the hotel too.

My wife and I stayed in this hotel the night before our Ha Long Bay cruise and were pleasantly surprised by the nice view we had of the edge of Ha Long Bay. We were glad we chose this hotel. On our cruise we had, of course, great pictures of beautiful Ha Long Bay, but this hotel had the best pictures on land of Ha Long Bay. One group of mountains is very close to the area where this hotel is located in. Picture 45 of 136 here on Hotels.com shows a view from the 14th (top) floor terrace of City Bay Palace (next to their very small gym). The room was nice and clean, and we enjoyed their breakfast buffet. There is a nice park (5 to 10 minute walk) next to the sea that is worth checking out for some good pictures also. This location is about 10 km away from Tuan Chau Island where many of the cruises leave from, so we had to pay for a taxi ride to take us there the day of our cruise (250k vd). I decided I wanted to see Ha Long Bay for longer than just a day or 1 night, so we came from Hanoi a day early and felt glad we did.
Overall the hotel is in good condition & it is very near to Mount Poem. The staff are very nice & friendly. They help me to book a van for my journey to Hanoi with a reasonable price and it does save my time & money.

Ye. Facility was good. Location was perfect especially if you’re on the 7th floor or higher. Enjoyable place to stay at. I rate the hotel 4.0.
Hotel is nice bed is comfortable location is great. But cleaning peoples don’t fill up the snack bar and the gym is small with one machine to work on it’s a disappointment for me.

Three days in halong bay. Front desk arranged boat trip for us that was fabulous. Lovely hotel but not a lot to do on night times no nice restaurants near by
Good location ,close to harbour,shopping centre ne
Good!! Satisfying etc etc....research ,plan ahead with cruises,tours etc;
Check other travel sites to ensure you are getting a good deal!!
Don't commit on the same day, troll other travel sites

We hope you had enjoyable time in our City Bay Palace Hotel. We will fix the thing you recommend.
The walls of the room are very thin so we kept hearing voices and noises. Staffs are friendly but most of them are not english proficient, so there were communication barriers. Also, the room was a little small and there were issues with the toilet as water gradually seeped out of the bathing cubicle and the toilet became flooded. There were little tourist attractions around the hotel as there is only a plaza nearby and a museum about 30 minutes walk away.

Don't ever stay here! To start, the bathroom ceiling was full of mold and the sink flodded the bathroom floor when turned on. We also didn't get fresh new towels during our stay.
We booked a day boat tour of ha long bay with the front desk and it was the worst experience. We didn't end up on the cruise we should have been on and didn't see what they said. My entire family was left hungry all day because there was no lunch on the boat for us because the hotel didn't inform them what we wanted and this hotel would not refund our money for the lunch. Worst management and customer service out my entire 2 month trip.
The hotel was good and clean but it is located in the city area which is close to the market but away from the beach and theme park. A lot of of construction of the roads which makes it hard to move around. Hotel was close to the museum which is a must see. Great view of the bay from the top floors of the hotel.
We only stayes one night on our way to a junk boat cruise. The staff was awesome, the room was nice, and breakfast was good! It was close to our launch spot for the cruise and lots of stuff in walking distance. Even though our stay was short, the staff made it extremely enjoyable. I wish we had more time to stay longer.
We had originally looked to book a place near the boat marina to prepare for a boat cruise the following day, but instead booked at the City Bay Palace on the other side of the bridge. It turned into a great mistake!
The staff was very inviting and helpful the moment we pulled up. They upgraded our room so we had a better view of the beautiful bay and city.
The rooftop of the hotel was perfect for hanging out and drinking wine.
The room was clean and just the right size for our travel gear.
Highly recommend this hotel!
First off, I would like to say that the service was first rate. Fast, friendly, and courteous. But I would avoid this hotel until the construction in the area is finished. Zero sleep.
The hotel was nice and clean and near the market and a fancy mall. the room is quite big and buffet breakfast is very good with lots of food to choose from.Wi-Fi is weak and can't be on all the time. there's an elevator that allows you to see the city and the bay. The staff are nice and helpful and it will cost about 10 us to get to halong bay from the hotel.
Room was clean and comfortable, breakfast was terrific, location good if you were staying in town but would recommend staying on boat or going back to Hanoi for a more lively city or experience

Clean hotel
Hotel great for a couple of nights - good value for money
.Our first room was too small for our family of four, so we needed to upgrade to an "elegant" room. This room was away nicer than what we are normally used to getting in the USA, but the splurge was worth it. We stayed two nights, but we would have added a third if we didn't already have airline tickets booked already. This place is beautiful on the inside, even if it is not so much on the outside.
We stayed here because it was the closest hotel to where we stayed 13 years ago, a dive which no longer exists. There are few tourists in the area, which for us is a plus. Only a few hotel staff spoke English, but Google Translation helped us get by just fine. The free breakfast was Asian style only (which we loved), everyone was super nice, and we enjoyed our stay for half of what it would have cost us for a similar room in the tourist areas.
The staff helped us to arrange a day cruise, which was unfortunately rained out, and gave us a full refund. They also helped us get a car and driver back to the airport in Hanoi for only a little more than the price of the taxi/bus/taxi that brought us there.
I really enjoyed my stay at the City Bay Palace hotel, the staffs are very friendly and the hotel itself is very clean, neat and tidy. The hotel is very convenient to find places to eat and shop. My family and I love staying in this hotel and also the hotel provided fantastic yummy breakfast.
Nice hotel for the price. The staff was very helpful. Good complimentary breakfast.

Comfortable but location is average
The hotel was fine but the area of Ha Long City it was in was nothing to write home about. No good restaurants nearby, and nothing of interest to see. It is comfortable enough and good value if you need a place to stay before or after your cruise. If I came again I would look for a better location.
It was a very nice hotel. It was close to certain areas of Halong bay but there is really nothing to eat or do in this area. There is a mall near by with some shops and a movie theater but that is about it.

Bad hotel
A worn down Hotel.
The Hotel Staff speak very limited English, the power cut's off quite often.
The "gym" is him terrible condition!
Otherwise, the rooms a okay, but just okay.
Stayed there one night with my parents, but my mother refused to stay there any longer so we changed to another hotel (and location as Ha Long is very quiet and boring in December)
Close to markets but no restaurants to speak of. Arrange the tour of the bay from the hotel since it's not worth it to go to the big tour departure area some 20 minutes away. Unless you're into caves, the islands are lovely near the hotel.

It's ok
Good clean hotel, the gym is nothing like the picture very poor. Drilling from 10am onwards. Staff were helpful but not that smiley. Breakfast was good but be better if they had baked beans :) room clean and tidy very nice.
The cost to value here is great. I went with two friends for two nights in a two-bed room, at about $80 total. The front desk personnel were very helpful with recommendations of where and where not to eat and visit, explaining the tourist areas were highly over-priced.
Which takes me to the neighborhood. Although we had not fully researched the location, and thought we would be closer to a beach rather than downtown, it turns out for the better. There were places to eat at a cost the locals pay rather than the excessive premiums charged elsewhere, and it was easy getting a taxi to anywhere else.
The room/bathroom was clean. The beds comfortable. Breakfast included.
As others have pointed out there are one or maybe two other hotels with the same/similar name. So make sure you are booking the right one, I read some pretty terrible reviews for the other locations.
