Passport requirement, inflexible

After booking owner send email asking for passport copy and to pay via different system, mentioned this is incomplete booking without that. I did not feel comfortable doing all that and asked for cancel, proceeded booking a hotel. Still, owner charged full price next day and refuses to return money. Never sent me any welcome packet, no way to access the property. Passport requirement and different payment system never explained in the listing. This is fraud!
