I was attending a conference at the Shangri-La (which is directly across the very busy road – the security guards of both hotels are great: when you want to cross they get a little stop sign and shepherd you across).
Java Paragon is not a five star hotel and parts of it are getting a little old but the staff are all super, really really kind, cheerful and helpful, which makes it all okay. Even when we had misunderstandings (which we did -- e.g. about vegetarian food, which is not so easy to find in a normal Surabaya hotel :) ) we would work it through with smiles.
The pool is really nice and the gym looked good too. The bar, The Avenue, has decent enough pizza and there is a bakery and of course the restaurant. There is apparently also a bar on the 21st floor with a good view, but I only noticed this at the end of my stay. And Ciputra World shopping mall is walking distance, or a short cab ride, down the road.
Go with an open mind and a smile and you will find a good value hotel, with everything you need, and staff who are prepared to go the extra mile for you – oh, and very good and inexpensive laundry service. If you go expecting five-star service, brand new linens and towels, etc, you will be disappointed.
