You can get there directly from heho airport (same cost if you opt to take taxi to Nyaung Shwe and change for boat transfer). On check-out day our boatman did not turn up so we asked the hotel to arrange their driver to take us to the airport in order to catch the flight. The driver managed to catch up 40 minutes for us.
