Nice stay ruined by the reception unefficiency

We stayed nine nights, upon arrival the apartment was clean and had a nice view on the sea and the swimming pool.The first 6 nights were fine, even though the resort is a bit noisy and you can hear the people living on the flat upstairs and the ones coming back to the flat. We had a leak from the ceiling in the bathroom that we reported straight away and we had been told that someone would come in the afternoon but when we came back at night there was no sign someone came. On the next day we went back to the reception and asked to move flat while they repaired the leak as it was leaking more heavily. They did not accepted our request saying someone would come straight away.... one hour later. As the reception has limited opening hours, when we came back at night, we just noticed that someone came to the flat. Later that night, we found ourselves without electricity, probably due to the leak, from 1am till the moment we checked out at 9am. The receptionist was sorry, but when asked for a refund for the last night said that as we paid on hotels.com there was nothing she could do. We then asked for the phone number of the customer service and have been told that we could try but they are very difficult to get in touch with, as if to discourage us to call them.
