The reception does not take non-Indian citizen guests, even those arriving with prepaid reservations. Nothing is mentioned on the listing about this. Hotel does not reply to any inquiries and the listed phone number is not correct. Expedia also does not refund the booking. So the hotel gets to keep all of the money no matter whether the guest stays there or not. Be warned!
