I have extensively traveled to all 7 continents, flying over 3.5 million miles in my 40+ year career & now in retirement. I have experienced really good rooms with some bad facilities BUT never have I stayed at a more poorly maintained, outdated, failing infrastructure of a place. My wife and I had an old duplex cottage, room 72, only about 80 feet from the beach. The beach was the only thing that was acceptable. Fortunately, we had some family staying at the Galley Bay resort, about a mile north of Hawksbill, and we spent a day & a half of our 3 days there with day passes. The difference was night and day. Antigua Tourism must be embarrassed with Hawksbill. Service people did everything they could to help & even apologized, bless their hearts. I know their jobs are important & I wish them well in pursuing a better workplace. There were other cottages/buildings seemingly newer but you must insist on seeing the facility first. The solution for the mosquito & sand flea problem was spraying your small room with an insecticide can that warned it was dangerous to humans unless totally ventilated. If Expedia would stay at Hawksbill (especially the cottages like room 72), they would ban the place from their offers.
