Horrendously noisey but clean and smart

Firstly I feel aggrieved that I cannot complain properly about this hotel which I paid for through Hotels.com and can only leave this review. Whilst the hotel was clean we were unable to sleep at all because of the noise. Our room 133 overlooked a cobbled street which ALL NIGHT was a thoroughfare through St Omer and it sounded like an express train was rolling through. We also had to have the WINDOWS open as the room was too hot even with the heating off. Now when I say windows I mean physically 2 sets of complete double glazing 12 inches apart from each other. So the hotel knows this is a problem and even then, if closed, it does not stop the noise of an express train. The room is not fit to be used. However as a middle man I doubt Hotels.com have even checked this hotel BECAUSE the Ibis group would have said everything was alright. We complained at the Ibis reception next morning (as they have a "we will sort this out in 15 minutes guarantee")but until you go to bed and hope the noise will likely subside as the night goes on you don't really want to be moving rooms. This Ibis St Omer experience is just plain wrong and I think I should be entitled to some compensation from Hotels.com,especially as this is the first time I have experienced such an appalling hotel from what is my favourite hotel booking website.
