Unexpected costs & strange policies

Arrived w/ a second guest and was told I had originally been put in a room with a single bed (although I requested a standard room). Then charged an extra $15/nt. for a standard double room. I don't understand that.
A key card is required to turn on the lights and air conditioning in the room. Every time this is done, you have to call the front desk and have them disable some kind of lock on the air conditioning. It's absurd.
I was put in a room immediately outside the maid's closet so that there was noise from 8am every day, and people constantly outside the door.
The staff were at least relatively helpful and friendly, but I felt the hotel's policies were cheap, the carpets could use an upgrade, and the room was small. Overall not very impressed.
