Fantastic location but needs some TLC

I have stayed here a few times and was really happy, unfortunately this time it was not so good. The room had a window but no natural light. There was a balloon under the bed and a lot od dust and stuff (don't even know what it was).
If the owners spend say £5 million to do it up, this could be back to the fantastic hotel it deserves to be. If the windows fitted right (gaps between window and walls, easy fix with silicon), Stick down the peeling wall paper. Fix the chipped paint. Replace the rotten wood. Clean the carpets.
No towels in one room, brought up when told.
Staff seemed happy enough, would smile and say hello.
The chair in my room was badly stained and dirty.
The bath has jets but they did not work.
The bed was comfy.
