You can easily do this at the airport, where there are a number of rental agencies. However, be aware that Dubrovnik's Old Town is entirely pedestrianised.

If you aren’t hiring your own vehicle, you may want to use the city’s public buses. An airport shuttle bus will transport you from Cilipi into central Dubrovnik in around 30-40 minutes. From the bus station in the city centre, there are various routes that can transport you to other areas of the city. Travelling to the ferry terminal will let you catch a boat to the islands of Kolocep, Lopud and Sipan.
