Jacques Cousteau brought Cozumel to international attention in 1961 with his TV documentary of the unusually rich Palancar Reef. Even if you don't dive, you can snorkel or look through a glass-bottom boat at sea turtles, rays, coral and so many colourful fish you'll feel you're inside an aquarium.
