Too steep for streets, many hills in Charlotte Amalie are climbed by staircases. The most famous is the 99 Steps, built from ballast bricks carried over by European ships. At the top you'll find Blackbeard's Castle, a round watchtower built in the late 1600s by the Danish governor. According to legend, the pirate later commandeered it for nefarious purposes.
