“Won't go back; wouldn't recommend it either.”

We stayed in a Best Western 4 star hotel in Baden Baden, W. Germany that was wonderful. This Best Western was also rated a 4 star. I would not rate it, in comparison to the first one, above a 1 star. Who rates these hotels. It was less than clean; smelled strongly of smoke; we couldn't wait to leave though the breakfast was good and the little town delightful. This was the poorest hotel of our two week trip...should we contact Best Western?
