Modern hotel in Mamai, a couple minutes walk to the beach. Spacious rooms well furnished with great tub and lots of hot water. Expensive relative to other locations in Romania, but for the location, good value. Be sure to ask for room with softer mattress if you are not a fan of extra firm orthopedic mattresses. Reception staff very efficient and helpful.
My wife and me spent a weekend in this sort of new hotel. We enjoy our stance. The rooms are ample. Staff people are friendly, and much of the services are very good. The breakfast and the wifi conections were beyond our expectations. We like to prepare some food for ourselves; then because this hotel has kitchen commodities we decided to book there. Unfortunately when you leave, the refrigerator stops working because the electricity is cut in your room when you take your key/card off. So, if you leave for the whole day, no way to keep your food fresh.
If you are not thinking in using refrigerator, the rest of the services are ok. Is much what you receive for the price you are paying to stay there.

Hotel is modern, clean and comfortable, bathroom is nice and modern. It is a solid 3-star. Rooms have view to the Black Sea. It is walking distance of Constanta center. Rooms are small but this is typical in Europe. Bed is comfortable. You will be hard pressed to do better at similar rates.
Restaurant is good enough, although a little pricey for Romania, it seems to be in line with others in the area.

We felt a little short changed after staying at the hotel as the rooms were in excess of £150/night. This didn't represent good value in my opinion.
Most of the staff were't particularly attentive. One or two were good but most seemed put out to even speak to us. Check-in was okay, but during our stay, the service around the pool and seated outside areas was quite slow. We had to continually get someone's attention and were seldom served pro-actively. On check-out, the receptionist failed to even say thank you, after we paid a lot of money for 2 rooms for 3 nights, let alone a smile. Most of the staff seem very unhappy.
The rooms were very basic in appearance but clean. Certainly not anything to warrant the high price. There was no wifi in the rooms which is unusual for Romania where this is a basic provision. They did provide a cable though, but this allowed a laptop and our phones and tablets couldn't get service. Apparently, another part of the hotel had been renovated, but we didn't see this. Our rooms were the minimum one could provide.
Parking at the front of the hotel was inadequate. It's crammed in with cars, some in spaces and some just stuck wherever the owners could manage to shove them. After a while we got lucky and parked, and decided to leave the car their all weekend as it would be unlikely we'd get a space. The pool was an off-green colour and we decided to avoid it.

We warmly recommend a stay in the Palace Hotel. We had a spacious room with a good view over the black sea in this recently renovated hotel full of character and old town atmosphere. The breakfast was plentiful and very good and the staff invariably helpful and kind. You reach the hotel via a road with spectacular views along the seafront, although the road from the centre of the old town to the hotel is still broken up and being resurfaced.

We had an excellent time at Hotel Splendid in Mamaia. The hotel and restaurant staff were extremely nice and attentive. The room had a view towards the lake and we were able to see the sunset every night.
Staff went out of their way to make our experience extremely pleasant. From the front desk to the bar area, they did everything within their power to make our two day stay an experience we will not soon forget.
